• What is HOA security?+

  HOA security is a private patrol program contracted by a homeowners association to protect shared amenities (pool, clubhouse, gym, courts, greenbelts, gates) and document incidents on behalf of the board. It typically combines randomized vehicle patrols, posted amenity guards for pool season and events, monthly incident reports, and coordination with the property manager and local law enforcement. HOA security officers do NOT replace police — they observe, report, and enforce association rules under the CC&Rs.

• Is the HOA responsible for security in common areas?+

  In most CC&Rs, the HOA is responsible for maintaining the common areas but is NOT a legal insurer of resident safety. Boards reduce liability by adopting a documented, professional patrol program (BSIS-licensed PPO, insured, GPS-timestamped visits, retained incident records) rather than relying on volunteer neighborhood watches. Individual homes remain the owner's responsibility.

• Can HOA security pull you over or conduct a traffic stop?+

  No. HOA security guards in California are private security officers — they have no authority to conduct traffic stops, detain drivers, or issue moving-vehicle citations. What they CAN do inside the community is document parking violations (photos + timestamp), issue HOA parking notices under the CC&Rs, request that a driver stop for safety in a pedestrian area, and call local police for actual traffic enforcement.

• Do you need HOA approval for security cameras on your home?+

  For a camera mounted on your own house or inside your unit facing your property, you generally do NOT need HOA approval in California — but you should still review your CC&Rs and architectural rules for any exterior-modification restrictions. Cameras mounted on common-area walls, roofs, or shared fences DO require HOA architectural approval. Never point a camera at a neighbor's window or interior — that creates a California privacy claim regardless of what the HOA allows.

• Can an HOA restrict or deny security cameras?+

  An HOA can regulate the appearance and placement of exterior cameras (color, mounting location, size, wiring) through architectural guidelines, but it cannot outright ban a homeowner from installing security cameras that only view their own property.
